7 - Security Rooms / Lenel Workstations

The Port of Miami is comprised of
numerous facilities spread out over 640 acres. These facilities include eight
(8) passenger terminals moving over 3.5 million people per year, and cargo
facilities handling over 8.5 million tons of cargo per year. The port generates
over $8 billion/year for the local economy and helps support over 45,000 jobs in
Miami-Dade County. Obviously, security is crucial. Recent world-wide events
have caused the Port of Miami to completely re-engineer its security system and
provide a port-wide integrated CCTV/Card Access solution while utilizing
existing database information
QUALITY HOLDING GROUP LLC worked
directly for Haskell Corporation, the Port of Miami Construction Managers. We
were selected by a committee composed of Port of Miami (security and IT), Foster
Wheeler, P&O, and Haskell personnel from a large field of potential vendors and
after several other pre-qualified firms provided technical proposals and
presentations. Upon being selected based on our analysis and preliminary design
(from 30% drawings), we worked closely with the construction managers Haskell,
Port personnel, and their designated architects and engineers to develop a
complete design, modified for future IP applications. Implementation of that
design for a facility-wide CCTV/Access Control security system and fiber optic
network is completed.
QUALITY HOLDING GROUP LLC is providing a
long-term wide-ranging scope of services for the Port of Miami. Started in
December of 2002, QUALITY HOLDING GROUP LLC has completed Phase I and Phase II
of the initial contract. We were asked to continue to provide services at POM
and are doing a design/build project to provide and install a large-scale
port-wide fiber optic network with new security command centers and equipment.
This new addition to the contract has a completion target date of 2005. In
addition, QUALITY HOLDING GROUP LLC has been asked to provide and install the
security systems for the new terminal buildings scheduled for next year. With
the constant construction occurring at the Port of Miami, as shown above, we
anticipate our contract for services continuing for the next several years with
individual project completion dates, but no final date to our overall contract.

Jacksonville Port Authority – Jacksonville, Fl.
QUALITY HOLDING GROUP LLC installed a state of the art fast-track CCTV security
system for JaxPort. This system provides security for three (3) of the ports
critical areas. Completed in early 2005, it includes over 70 completely digital
IP CCTV cameras complete with a large scale wireless microwave digital video
camera transmission network. All of the IP cameras are networked back via
digital 5.4 MHz microwave and 18 GHz 155Mbps high-bandwidth microwave to the
central Network Video Recorders on each island. At the Network Video Recorder,
the video is stored and then analyzed by the threat detection software. If a
threat is detected (person crossing a line in the camera field of view,
loitering, left package etc…), an alarm is generated and sent out over the
802.11G wireless network to the Mobile Data Terminals (MDT’s) located in the
patrol cars. The patrol cars receive both the alarm snapshot (person crossing a
line, loitering etc...) and the streaming CCTV video from that camera. One of
the most interesting features of this system is the ability of the mobile police
units (MDT) to utilize their laptops, while moving at speeds up to 35 MPH, to
receive alarms, view and control PTZ cameras and assess threats. The entire
solution is digital. There is no analog to digital conversion at any point.
This allows for higher definition video with no losses. All cameras are
producing high definition 640x480 video at up to 30fps. This entire job is
valued at $1.8M.

Port of Pascagoula – Jackson County Port Authority
QUALITY HOLDING GROUP LLC installed a state of the art fast-track CCTV security
system for the Port of Pascagoula. Completed in April of 2005, this system ties
together two (2) of the ports critical islands. This system is almost identical
to JaxPort in its technology and product selection. It includes over 24
completely digital IP CCTV cameras complete with a large scale wireless
microwave digital video camera transmission network. All of the IP cameras are
networked back via digital 5.4 MHz microwave to the central Network Video
Recorders on each island. The islands are connected together via 5.7 GHz long
range high-bandwidth microwave. At the Network Video Recorder, the video is
stored and then analyzed. Integral motion detection and event recording allow
for threat analysis. There is no analog to digital conversion at any point.
This allows for higher definition video with no losses. All cameras are
producing high definition 640x480 video at up to 30fps. This entire job is
valued at $318,000. QUALITY HOLDING GROUP LLC worked closely with a local
electrical contractor of the port’s choice to provide a complete solution. In
addition, we “value engineered” the project to meet the port budget.

City of Fort Lauderdale – Water and Wastewater Treatment Plants
QUALITY HOLDING GROUP LLC installed a 12
building 3-site networked CCTV/Card Access system for all of the City of Fort
Lauderdale’s Water and Wastewater Treatment Plants. These sites include the
historical Peele-Dixie Treatment Plant, the G.T. Lohmeyer Plant, and Charles W.
Fiveash plant. Quality Holding LLC was short-listed after the city received 14
responses for this project. From there, technical proposals and presentations
were required from all four (4) short-listed vendors. A scoring system was
developed by City Consultants CH2Mhill and the City itself (price was only 20%)
to assess the best qualified company to provide this large-scale security
solution. After selection, QUALITY HOLDING GROUP LLC had to be approved by the
entire city commission. This project is valued at about $1.3M It includes a
